CONTRACTING AUTHORITY: Managing Authority of the Fisheries and Maritime Operational Programme

PROJECT SUMMARY
The project involved the provision of specialized support services to the Managing Authority of the Fisheries and Maritime Operational Programme (MA FMOP). It covered specialized support across the full range of functions performed by all Units of the Managing Authority. EEO provided support for the programming, monitoring, and closure of the Operational Programme.

At the same time, it supported the Contracting Authority in the evaluation and amendment of operations, their management and monitoring, on-site verifications, and the supervision of Intermediate Bodies. In addition, it provided support in the use of information systems, including OPS NSRF, PSKE, and PSSKE, as well as in the administrative and financial management of technical assistance operations.

Within the framework of the project, the contractor provided administrative and financial support services, including registrations in KIMDIS and ESIDIS. It was also responsible for the financial monitoring of projects, accounting management, preparation of technical and financial reports, submission of data to audit authorities, and compliance with tax and accounting obligations.

CONTRACTING AUTHORITY: Hellenic Industry Development Actions S.A. – SEV

PROJECT SUMMARY
The project aimed to develop proposals for the preparation of the Competitiveness, Entrepreneurship and Innovation Operational Programme (EPAnEK) 2021–2027, primarily in the thematic field of in-company skills upgrading in manufacturing and, secondarily, in the field of skills development in related activities.

Within the framework of the project, a systematic mapping of target recipients was first carried out at regional level, with the aim of identifying and quantifying problems, needs, and potential beneficiary enterprises according to their characteristics, such as sector, size, and geographical distribution. This was followed by field research in order to validate the identified needs and collect qualitative data through direct interaction with businesses and relevant stakeholders.

Subsequently, the thematic intervention areas were finalized, with particular emphasis on skills upgrading in manufacturing, as well as in related activities. A key innovation of the project was the creation of a repository of proposed interventions, in which the strategic priorities of EPAnEK were further specified on the basis of the identified business needs and good practices implemented in other European Union Member States.

CONTRACTING AUTHORITY: Center for the Control of Special Infections (KEEL)

PROJECT SUMMARY
The company provided technical support to KEEL, including the updating and amendment of Project and Sub-project Technical Data Sheets and the preparation of monthly reports, as well as administrative support, such as aligning actions with KEEL’s organizational units and supporting the inclusion of new projects. These services related to the management of Olympic projects, the coordination of implementation support actions, and the Organization’s communication with other involved bodies.

PROJECT SUMMARY
On behalf of the Ministry of Employment and Social Protection, the company prepared the Detailed Action Plan for integrated social and labour market inclusion interventions targeting vulnerable groups, under Priority Axis 3 of the Operational Programme “Human Resources Development 2007–2013.” It further specified the content of the action into individual interventions, drawing also on its experience from the previous programming period 2000–2006, and prepared the appropriate draft calls for proposals, implementation guides, and tender documents, with the aim of enabling the immediate launch of the corresponding categories of operations.

CONTRACTING AUTHORITY: Ministry of Labour and Social Insurance of the Republic of Cyprus

PROJECT SUMMARY
Under this project, EEO staffed an Operational Unit of Employment Counsellors (EMES) within the Public Employment Service of Cyprus (Department of Labour of the Ministry of Labour and Social Insurance), with the aim of providing services to unemployed persons and vulnerable population groups. Tools for the individualized support of unemployed persons were developed, along with methodologies for the implementation of active labour market policies and initial digital tools for recording beneficiaries.

The project included active labour market policy services for unemployed persons, support for improving the matching of labour supply and demand, and measures to facilitate the integration and retention of unemployed persons in the labour market. At the same time, EMES provided comprehensive services both at central level and through the decentralized Labour Offices in four cities across Cyprus, supporting their operation through advisory services, the development of individualized approach procedures and individual action plans, and the training of employment officers and counsellors.

The project also produced deliverables, studies, and management tools that strengthened the operational capacity of the Public Employment Service and supported the further development of services provided to unemployed persons and special population groups.

PROJECT SUMMARY
The project was implemented under the EQUAL II Community Initiative and focused on promoting gender equality and strengthening the reconciliation of professional and family life. EEO served as the Coordinator and Manager of a Development Partnership (DP) comprising twelve partner organizations under the title “Network for the Elimination of the Social Exclusion of Women – Alkistis.”

The Development Partnership included actions aimed at eliminating stereotypes regarding gender roles within the family and supporting employees with family responsibilities. The company was involved both in the administration, coordination, and monitoring of the project, including its physical and financial scope and implementation timetable, and in carrying out thematic studies, developing pilot actions to address gender stereotypes, promoting and publicizing the project, and supporting the sustainability of the applications and mechanisms developed within municipalities and among the Development Partnership’s partner organizations.

PROJECT SUMMARY
The project concerned the technical and scientific support of the Department of Labour for the management, monitoring, and effective implementation of active labour market policy interventions co-financed by the ESF. Through an on-site team, EEO provided services for the planning, preparation, and tendering of ESF interventions, support for monitoring the physical and financial progress of the co-financed interventions through the development of an appropriate PMO tool, assistance in contract monitoring through interim and final progress reports, and the codification of regulatory circulars.

Through a dedicated digital project monitoring tool, deviations from implementation timetables and financial milestones were recorded to enable the timely adoption of corrective actions, such as the revision of technical fiches and proposals for amendments.

PROJECT SUMMARY
The project concerned support for the implementation of a related ACCI project involving subsidized counselling, training, and certification for beneficiaries. More specifically, EEO established a PMO to monitor the progress of the physical and financial scope, supported the call and beneficiary selection process through an appropriate digital platform, including the management of appeals, provided legal support, assisted in the project’s publicity and communication activities, and carried out the internal evaluation of the operation.

CONTRACTING AUTHORITY: Ministry of Social Cohesion & Family

PROJECT SUMMARY
The project involved supporting the planning, preparation, and implementation of projects under the responsibility of the Ministry of Social Cohesion and Family (YKOISO) within the framework of the National Recovery and Resilience Plan (Recovery and Resilience Facility).

Through an on-site project team, EEO developed a PMO to monitor the progress of the physical and financial scope, compliance with implementation timetables, the achievement of milestones, and the development of early warning systems for identifying implementation risks and delays. The actions supported included the Digital Transformation of Social Support, namely the digital upgrading of welfare services through simplifying and facilitating access by vulnerable citizens to social care services and benefits.

Indicatively, support was provided for the creation of a Unified Digital Gateway for access to Social Protection, the Disability Digital Gateway, the rollout of the Disability Card, and the digital upskilling of employees working in welfare structures. Full support was also provided to the pilot/flagship project of the Personal Assistant for Persons with Disabilities, aimed at strengthening the independent living and employment of adults with disabilities.

The projects supported also included the completion of the rollout of prepaid cards for the payment of social benefits, as well as reintegration and training programmes for vulnerable social groups, including Roma, beneficiaries of the Minimum Guaranteed Income, older persons, and persons with disabilities.
